Agriculture, farmers and rural issues so-called "three rural" issue, fundamentally affect the stability of China's social and economic development and modernization.2004-2012 continuous 9 year release of" farming" as the theme of the NO.1 central document, highlighting top priority position of the " three rural" issue in the period of China's socialist modernization. Taking Tianjin as an example, under the background of the rural financial reform, based on the current reality of the urban and rural dual economic structure in China and the demand for the development of urban and rural areas as a whole, in this paper, based on the reality of Tianjin,starting from the data of 1998-2013,through to the descriptive statistical analysis of Tianjin rural economic and financial development, and through the empirical analysis of Tianjin rural labor structure, rural fixed asset investment situation and the rural financial development level of farmers'income, confirming that the key factor mining increase farmers' income is the level of financial development, the second is the third industry professionals accounted for the proportion of rural labor force, the last is the investment in fixed assets in the countryside. This conclusion accords with the actual condition of the untraditional agricultural city Tianjin: through the development of rural financial driving the development of the third industry, so as to absorb and transfer the rural labor, adjust the structure of employment, promote the farmers' income. At the end of the paper, based on the theory and reality, puts forward the corresponding policy recommendations of the improvement of the rural financial development and farmers' income.
