In recent years, with the rising of car ownership in China, Vehicle emissions became one of the important reasons which leaded to the deterioration of the situation of air pollution in China rapidly. At the same time, Car fuel efficiency is low in our country, and vehicle fuel consumption is high, under the base of large quantities, v ehicle fuel has become the main part of the new increased oil consumption in China. High fuel consumption and pollution has become the largest contradiction between the car and the society, In order to control vehicle’s emissions and reduce the fuel consumption, The Country has adopted more stringent fuel economy regulations.Passenger car companies have two ways to reduce their average fuel consum ption. The first is to use the fuel-saving technologies such as lightweight, the optimization of wind resistance, low rolling resistance tires, oil upgrades to reduce the v ehicles’ fuel consumption, thus reduce the enterprises’ fuel consumption; The second is the producing the new energy vehicles, the enterprises which have new energy vehicles are according to the national preferential policies to finish the work of enterprises reduced fuel consumption. Because the new energy vehicles subject to some factors such as technology, cost, price, the support of Social infrastructure, in the short term, enterprises are not using the preferential policies of new energy vehicles to reduce fuel consumption. In the short term, fuel-saving technologies have been widely used. However, fuel-saving technologies has also been subjected to some factors such as technology maturity, cost, quality, time, so not every enterprises,not every models can adopt all the fuel-saving technologies.Based on the above background, this paper has researched the following three questions. First, researching a single model which only has adopted fuel-saving technologies to reduce the fuel consumption and discussing all impact factors’ sensitivity. Second, a single company according to different quality has different fuel consum ption in NEDC that study how to combin e the high, medium and low-grade car products in order to achieve the optimal fuel consumption; Third, when the company ca nnot use fuel-saving technologies or using the technologies still cannot meet the co nsumption goals, new energy vehicles in what distribution proportion to meet the fuel consumption regulations.Based on the theory of system dynamics, formulating the research question, and according to the feedback relationship between various influencing factors to esta blish the system dynamics model, and analyzing the subject on the basis of the model. First of all, through the analysis of the policy of fuel consumption regulations at home and abroad, elaborated and contrasted the fuel consumption policies and calculation methods, and introduced the fuel consumption calculation method of conventional car and new energy vehicles. Then, according to the standard car performance experiment, the software simulation and bench experiment, field experiment, we research on fuel-saving efficiency of fuel-saving technologies. and making the research results as an input to establish the system dynamics model of single model’s fuel consumption measurement, discussing all impact factors’ sensitivity such as the cost, technical maturity, quality, and determining the influence degree of various factors on fuel consumption; Secondly,according to different quality has different fuel consumption in NEDC, set up the quality optimization system dynamics model to study how to combine the high, medium and low-grade car products in order to achieve the optimal fuel consumption. In the next, use a new energy car sales model, analysis the infl uence factors of promoting new energy vehicles, and discuss which situation can make the company producing the new energy cars, and the ou tput of new energy vehicles. Finally, using an enterprise instance, based on the above research results, analysis of fuel consumption situation of the enterprise and gives reasonable Suggestions.
