Empirical Research On The Transformation Performance Of Low-carbon Economy In China

In recent years, our country has adopted a series of policies and measures in the adjustment of economic structure, saving energy, optimizing energy structure and so on, made many attempts on the practice of the economic structure transformation of low carbon, what’s more, the government first proposed the target of energy saving and emission reduction in the "eleventh five Year Plan", and the "12th Five Year Plan" continue to develop the idea of low carbon economy transition.In the process of China’s low-carbon economic transition, what are the stage achievements? The achievements whether be ignored or not? The pattern of economic growth whether had the qualitative change or not? The areas of low carbon transition process are consistent or not? From the view of the sustainable development, and consider the factors that environmental constraints on economic of "low carbon", this paper divide the output into desirable and undesirable, consider the economic, resource, environment into a unified framework, try to solve these problems in turn.This paper based on the sequence of DEA Malmquist-Luenberger (SML) and the spatial panel Tobit model. SML using directional distance function, non expected outputs is taken into considered, and can effectively avoid the production frontier "sag" based on the current DEA sequence and technical regress. Spatial panel Tobit model can meet the existing of the limited dependent variables, and take the spatial geographic factors into consideration.The empirical results show that:(1) The SML scores of all provinces are more than 1, shows that total factor productivity is increased, and production technology are in a progress, this is also consistent with the attention on the R& D and the input of science of our country in recent years. (2) The SML scores which take environment factors into consideration are less than the SM scores without considering the environmental factors, so without considering the environmental factors, the performance of economic transformation in China will be overestimated, at last an error will be generated induced and do a more optimistic judgments on China’s economic situation. (3) The growth rates of capital and energy are ahead of labor and total factor productivity growth rate, indicates that the economy of our country is still extensive and relying on the dual drive of capital and energy.(4) The situation of foreign trade, economies of scale, institutional factors and education investments have a significant impact on the provincial SML scores. Among them, the effects of the first three factors are positive, and education investments are negative.
