With the continuous development of Chinese society and the progress of economic systems, and the non-governmental non-profit organizations also play increasingly important and wide-ranging roles in the social life. However, China has not a complete system of financial regulation to regulate the financial behavior of the non-governmental non-profit organizations so far. The current regulations of the non-profit organizations have many defects, In this case, the direct result to our non-profit organization is that there are loopholes in the management process, various problems emerged, also influenced the development of non-profit organizations in our country. The development of the non-governmental non-profit organizations, the development of other for-profit businesses, as well as the need of the public demand, are required to construct perfect non-governmental non-profit organizations financial regulations system.In this paper, on the basis of the Theory of Stakeholder, Cost-Benefit Theory of Law and the Theory of Asymmetric Information, on the one hand, studying the current situation of non-governmental non-profit organizations financial laws and regulations, and combining the well-development of nonprofit organizations, such as the United States, Japan and Britain, perfecting the legislation situation of the countries, summed up the gap between our current development regulations and foreign regu lations, pointing out what we can draw lessons from the laws and regulations on the abroad. On the other hand, through the literature, realize the idea and process of the other laws and regulations system, on the basis of it to innovate, as the research id eas of this paper. Put forward the specific goals and the corresponding specific details to construct non-governmental non-profit organizations financial regulation system. At the same time, the paper draw lessons from the existing enterprise financial regulations and the provisions of other laws, describe the specific non-governmental non-profit organizations financial regulations system framework on different levels, and ultimately raise the non-governmental non-profit organizations financial regulatory system from the three-dimensional level.The main contribution of this paper is to make a system research for the construction of folk non-profit organizations financial regulatory system for the first time, and eventually traced out the non-governmental non-profit organizations financial regulations system frame.
