The Internet of Things (IoT) belongs to the emerging information industry, its development level and informatization degree of a city are inseparable, but not just on the information level. Because the Internet of things application is very extensive, the development of the Internet of things industry is within many industries. To determine the development of the Internet of things industry level, will belong to because of the Internet of things application in some industries and the development is included. Therefore, in the selection of indicators will be more comprehensive, more scientific and representative. In this paper, absorb and deepening in the existing research achievements, on the one hand, according to the development of information industry standard and the characteristics of the Internet of things industry index selection, on the other hand, the sustainable development of economy, national level of macroeconomic regulation and control, and the bearing capacity of the natural environment are taken into consideration, using analytic hierarchy process (AHP), to build a in line with the industry characteristics, relatively perfect, strong feasibility of IoT industry development level index system.This paper according to the Chinese the "Internet of things" twelfth five-year "development plan" Internet of things industry statistics caliber and structural features of the Internet of things industry chain in the Internet of things industry index system building, under the guidance of the principle of design includes 5 first class indexes and 20 second class refers to the subject matter networking industry development level evaluation index system; Secondly, this paper collected in 18 major cities of the country's 141 or partly from things networking industry enterprises, to deal with the data, and combined with the city and the country as the evaluation sample city statistical yearbook data base, using good index system, comprehensive grade evaluation of sample cities, and analyze the results. When analyzing the results, we focus on the analysis of the urban development advantages, in order to make clear the city the focus of the development of the Internet of things industry, avoid redundant construction, realize the dislocation competition, for the analysis of China's Internet industry layout and industrial linkage.The results show that China's overall IoT industry level is on the rise; East Midwest IoT industry development level differences; Different city development of the Internet of things industry advantage. Then, this article selects the BP and RBF neural network and BP and RBF neural network model to forecast output value of things, the comparing test results of three ways, select a portfolio model to predict output value of the Internet industry in China from 2012 to 2020, and according to the predicted results of the development of the Internet of things industry of our country has carried on the stage. Finally, this paper from two aspects of planning industrial layout and the realization of industrial linkage, is fundamentally sound and fast development of the Internet of things industry put forward policy suggestions.
