Study On The Control Of Financial Information System Of A R&D Organization

Considering twenty-first Century is a rapidly developing era of high-tech applications, it is the inevitable choice to promote the construction of financial information system in order to improve financial management. With the booming of the national defense industry, R&D institution is facing the changes in the new period:The planned economy system is gradually transfering to the integration of plan and market; the complexity of the corresponding administrative behaviors is increasing; the research task has been increasing each year; the manual management becomes less effective; and local application system could hardly provide timely and effective operations management, financial control and economic activity analysis, thus, the construction of financial information system plays an increasingly important role as a powerful tool and method in the process of reform and development.This paper focuses on studying the control of financial information system of a R&D institute. The paper is divided into five chapters. The first chapter elaborates the research background and objective, the significance of the topic, domestic and foreign literature review, research methods and content research framework, innovative points and insufficiency of this paper; the second chapter introduces the informationization control theory of R&D units, including the control concept, the information control characteristic of R&D units, and the information control method of R&D units; the third chapter describes the control status quo, problem and cause analysis of the R&D units financial information, the fourth charpter detailedly explains the XL research unit financial informationization construction experience, overviews the background, target, design principle, application framework of the LX research unit financial informationization construction,and then presents the construction process of centralized accounting, budgeting, online reimbursement, finallly summarizes the achievements of XL research unit financial informationization construction; the last chapter states the control and recommendations on financial information system of R&D unit.This paper is expected to provide useful reference for the construction of financial information system for other institutes.
