Recently, high-speed railway in our nation is developing rapidly and the operatio n length has multiplied. The construction and launched of high-speed railway leads th e buiding of economic region along the railway and becomes the new power of the de velopment. At the same time, high- speed railway brings the huge economic loss and i mpact along the railway as well. As a type of long and narrow traffic, long distance a nd large area,high-speed railway forms corridor and island effect in cutting and breaking habitat. The pollution such as noise and vibration caused by high-speed railway seriously violated the health of propagation. However, the environmental impact assessment and environment cost valuation system on high-speed railway did not evaluate the influence insufficiently in our nation. Especially, the whole model process only evaluates the pricing, which resulted in the attention to the construction of the early stage of the cost only. It is rarely considering the late operation and maintenance costs. In this paper, the research was focused on the environmental cost and evaluation of high-speed railway. What’s more, it is to support the increasement of environmental economy and society benefit.This paper is based on environmental cost estimation of the whole life cycle of the green high-speed railway, the key point is to discuss the operating environmental cost content and estimate method of the whole life cycle, it is to establish the system to calculate the operating environmental cost of the whole life cycle of the green high-speed railway. First of all, on the basis of operating environmental cost content of high-speed railway at home and abroad currently, establish the system of operating environmental cost content of the whole life cycle of high-speed railway, in terms of the whole life cycle, define the basic calculate content of operating environmental cost. Secondly, based on previous railway projects have been completed or opened, gather data of operating environmental cost of high-speed railway, make use of cost-significance method and carry out data compilation and mining, on the basis of engineering characteristics of high-speed railway, establish database of operating environmental cost of the whole life cycle of high-speed railway, Then, analyze engineering characteristics, determine simila r operating environmental cost data of projects completed from the database, use three layer BP neural network and MATLAB software to predict operating environmental cost of the whole life cycle of the proposed project, take C hangyi high-speed railway for example, the result shows that the model effectively improves the accuracy of prediction and adaptability of environmental cost of the whole life cycle.
