Research On Fiscal Policies Of Supporting Industrial Transformation And Upgrading In Shenzhen

Shenzhen leads above other provinces and cities. But under the backgroundof the current economic slowdown and the increasingly fierce competition in theindustry at home and abroad nowadays, Shenzhen also met the lack of productionmeans, the difficult increases on a high base, an urgent demands for talent personand innovation technology, backwards of third industry, limits of environmentalcapacity, and slowdown of finance and tax revenue growth. Shenzhen must speedup the transformation of the pattern of economic development, promote theupgrading of industry, in order to breakthrough the bottleneck restriction, seizethe heights of a new round of economic development at home and abroad, injectstrong power for the sustainable and stable growth of tax revenue. In the processof development of economy, Shenzhen municipal government could bereasonable intervention in the allocation of resources, optimization andadjustment of the current system of fiscal policy, giving full play of the fiscalpolicy to support and guide the industrial transformation and upgrading on thepremise of fully respecting of the rules of market.This paper studies the transformation and upgrading of the industry and theneed types of fiscal policy by focusing on the development situation andcharacteristics of Shenzhen industry. It teases and concludes the problemsexisting in the industrial transformation and upgrading of fiscal policy in recentyears. Thus it leads to how to improve and to promote transformation andupgrading of industry in Shenzhen through the fiscal policy system and policysuggestions by using the method of comparative study drawing on the successfulexperience of the four developed markets.Through in-depth analysis, I think that transformation and upgrading offiscal policy implemented in Shenzhen in recent years has so many problems. Forexample, its set and structure is not reasonable, execution way is single,management is not standardized and execution is not efficient. In order toeffectively promote transformation and upgrading of industries and thesustainable economy growth, Shenzhen city should solve above problems by themeans of improving fiscal policy system, exploring more market-oriented fiscal policy, reinforcing fiscal policy supervision and performance, promoting fiscalimplementation process, etc.
