Considering the non-cooperative illumination sources of passive radar,we need to build a comprehensive evaluation system which analyzing the performance of the illumination sources under a bistatic or multistatic structure. It will mainly include the estimation performance just as ambiguity functions, the Cramer-Rao Bounds for the parameter estimation, and the detection performance just as false alarm probability and detection probability. This will help to make a comprehensive evaluation of the illumination sources. In this paper,we consider the performance of multi-carrier signals working as illumination sources for passive radar. And we compare the results between FBMC,a kind of non-orthogonal multi-carrier modulated signal with OFDM’s,which is a typical orthogonal multi-carrier modulated signal. The average ambiguity functions(AAF)and the Cramer-Rao Bound for the parameter estimation for monostatic, bistatic and multistatic radar systems under non-coherent and coherent conditions are introduced. On the basis, the AAFs of the monostatic non-coherent and coherent multistatic radar system for OFDM and FBMC are separately derived. Also we discuss the Cramer-Rao Bound for the parameter estimation of the non-coherent passive radar which based on OFDM and FBMC.The simulation results indicate that FBMC has advantages over OFDM as the illumination source for passive radar.Next,we came up with a station optimization method for passive radar system based on the AAFs.Based on the results of the AAF of the non-coherent multistatic radar system for FBMC,-3dB contour area of ambiguity function was used as a measurement to compare the range resolution performance under four different kinds of the radar station configuration.Simulation results show that increas-ing the number of transmitters and receivers can enhance the range resolution performance of multistatic radar system. When the number of transmitters and receivers are given, the transmitters’ location will influence the range resolution performance evidently. The last,we came up with a kind of target detector for passive radar system based on Singular Value Decomposition(SVD)method.Different form the cross-correlation detector,SVD detector improve the quality of the direct-path signal and the echo-path signal by adding preprocessing on them. And detector performance will be improved. The simulation and result for an experiment used the data collected in a passive radar system based on WiMAX showed that the detection performance was improved used the SVD detector.
