The Research And Implementation Of Science-technology Experts Selection Method

With increasing national investment on the technology,the application amount of technology projects has shown an upward trend in the recent years.As a result,it brings the selection of technology experts to the front.It has become a research project of great necessity how to select the appropriate technology experts according to projects in a scientific,accurate,fair and justice way.This article mainly focused on the research of technology experts selection method,aiming to increase the selection efficacy.The design of a selection algorithm based on the analysis of projects and technology experts from three perspectives,the similarity of technological concepts,the evaluation of science-technology experts,the selection conditions set by users.The main content of the article is as follows.(1)The presentation of the calculation of similarity between the expert model and the project model based on science-entry-based tree.On the basis of the dictionary of science entries,the article first segments the textual information about technology experts and projects,extract science entries keywords and calculated the weight of science entries,then presented the textual information via the vector space model,and finally constructed the science-entry-based tree model of technology experts and projects.And then,calculate the similarity of these two models,based on the advantages and disadvantages of the traditional semantic similarity calculation method,a similarity calculation method between tree models is proposed.(2)The proposal of a combinational method for the selection of technology experts.First of all,according to the direct selection conditions set by the system,the experts were selected initially.Then,According the similarity between the expert model and the project model based on science-entry-based tree,the grades of technological experts and the scores of technological achievement of the experts,calculate the comprehensive score of technology experts according to weights.Meanwhile,an initial expert recommendation list could be acquired by ranking the scores from most to least.Finally,create a selection model through the selection condition,the optimized expert group could be selected under the selection model.(3)The research and design of the original model of the technology experts selection system.This article gave an analysis of the requirements for technology experts selection system,a division of the function modules and a detail design of the core function modules,and designs the key database tables in detail.The paper also describes the realization process of the combination selection method,and makes a comparative experiment on the combination selection method,theoretical analysis and comparison results show the effectiveness of the method.
