The emergence of cognitive radio technology makes it possible to share spectrum resources among heterogeneous networks. However,because of the overlap between the heterogeneous cognitive networks,plurality secondary network, which covering the intersection region,needs to share the same spectrum resources. Therefore, the problem of resource competition brings new challenges to the integration of heterogeneous networks. In order to solve the problem of fair competition among heterogeneous network, the channel occupancy time of different industry users tends to average, at the same time, in a multi hop transmission system, the node load tends to be uniform, such a resource strategy can maximize the reasonable allocation of resources.Based on the dynamic resource management in cognitive radio networks, this dissertation studies the algorithms of cross layer resource allocation and load balancing routing, and focuses on the following aspects: the research of fairness dynamic resource management in heterogeneous environment; the differentiation competition strategy;optimizing route selection algorithm; the algorithm of traffic flow splitting; the design of network interface layer. According to the dynamic management of spectrum resources, base station selects the appropriate channel for users which help to improve the performance of fairness.According to the multi-hop transmission system, in this paper, we propose a dynamic load balancing routing algorithm, which aimed at load balancing, realized prediction mechanism and shunt strategy. Based on the two algorithms, this paper designs the service protocol framework.The framework comprises a cognitive physical layer, an intermediate interface layer and a service layer. The framework strengthens the interaction of different protocols, and details the diversion mechanism.The simulation results verify the effectiveness of the proposed scheme. The resource management strategies get the considerable fairness index, at the tolerable expense of throughput. By adopting back-off window, we achieved differentiated competition among different systems.The simulation can also prove that dynamic load balancing routing algorithm has better performance in terms of the average transmission delay time of packet and the congestion of bottleneck node.
