Machine Type Communications (MTC) is a type of communication which uses automatic control and network communication technologies to achieve data communication and information interaction in the absence of human intervention.Meanwhile, it is called Machine-to-Machine (M2M) as well. In general, the main researches and studies which focus on the M2M technology includes three aspects. Firstly, due to the difference between the feature of the M2M traffic and the feature of the traditional H2H traffic, 3GPP conducts some research on the feature and requirement of the M2M traffic. Secondly, from the perspective of security and self-configuration, some standardization organizations study the problems and corresponding solutions of the M2M devices. Thirdly, the congestion problem in the random access procedure is supposed to solve for the existence of the enormous M2M devices.The paper focuses on the radio resource management technologies for the M2M traffic in the LTE-A network, which is used to solve the congestion problem while a great number of M2M devices need to get access to the network. Moreover, in order to improve the resource utilization, the key work of these researches include how to control the number of M2M devices which can get access and how to allocate the radio resource to the M2M devices.Finally, we propose an efficient access control and resource allocation scheme to deal with the congestion problem in the random access procedure of the M2M devices.The M2M devices will contest for the radio resource if enormous M2M devices get access in a short period. In order to guarantee the radio resource utilization and relieve the network congestion, the paper concludes and induces some existed congestion control schemes and proposes corresponding schemes for two different scenarios. On the one hand, in the scenario where there are only delay-tolerant devices, we propose a load-aware ACB scheme based on the calculation of the Markov Chain. On the other hand, in the scenario where delay-tolerant devices and delay-sensitive devices coexist, we propose a congestion control scheme based on the dynamic allocation scheme of the radio resource and the ACB scheme. In the simulation, it indicates that the schemes we propose in this paper are efficient in the success probability, access delay,conflict rate and retransmission times.
