In recent years,as the Chinese economy grows continuously,the scale and the technology of the network has been developing dramatically,with the amount of information increasing exponentially.Great attention has been paid on information security by the government,telecom operators and enterprises.Disclosure of personal information and the consequent cyber frauds,will definitely jeopardize the lives and properties of civilians.According to the national information tech.development strategy,it is essential to establish a solid and comprehensive analysis & alarm mechanism for information security,in order to mitigate the risks and threat of information leakage.The deployment of network & information security management platform is a proactive countermeasure to the risks of the digital soaring.Basing on the telecommunication network information security management platform of Communication Management Bureau in some Chinese province,this paper analyzes the current environment of network & information security,identifies deficiencies,risks and technical barriers for information system development.This paper identifies the evolution requirements of ICT(Information & Communication Technology)security under digital circumstance through multidimension,including business demand,business process,business volume,information volume,system function and system performance.Applying latest technologies like big data,security intelligence and situational awareness,the paper has developed the overall platform framework,the designs & deployment plans for application,data storage and network,in order to upgrade the telecommunications network information security management platform of some Provincial Communications Authority.And basing on the proposal,a common method and solution for industrial network & information security platform deployment has been developed.The main work and achievements of this paper are as follows:1.This paper firstly introduces the current status of telecom network & information security management platform.According to the responsibilities of provincial communications authority and the related laws and regulations.This paper analyzes the deficiencies and deployment demand of the telecom network information security management platform,and raises several suggestions correspondingly.2.The research of platform involves three key technologies: big data,information security and situational awareness.And basing on these three technologies,a confrontational intelligent situational awareness & alarm model has been developed,which solves the complexity of situational awareness elements obtaining caused by the multisource of system warning,and facilitate the awareness and understanding for the future security situation.3.Basing on the deployment requirements of telecom network information security management platform of some provincial communications authority,the paper has developed overall logic architecture,and elaborated all the business demands and system functions related to the overall logic architecture.The design of corresponding WAN(Wide Area Network)& LAN(Local Area Network)system has also been developed in the paper.
