In the current information age of the 21st century, the status of internet is increasingly important. With the coming of big data era, big data and cloud computation accelerate the development of wireless communication, however, for the telecom operators, there is a crucial chance of transformation and development. Ocean as a research hotspot field in the new century provides a good opportunity for ocean development, underwater acoustic communication technology and so on. While how to carry out the communication between underwater users and land users is urgently needed.In this paper, terrestrial wireless communication and GSM technology are utilized to design the underwater acoustic communication, adopting the ready-made technology to design and realize a transponder of simplex communication with the commercial GSM module, that is, ARM and DSP are simultaneously used to control. The transponder includes signal control transmission module, voice signal modulating, and the demodulation portion at the receiving terminal in order to verify the feasibility of seamless connection between the voice signal of cell phone and underwater users.Firstly, this paper introduces the ARM main control section STM32F103VET6,commercial GSM module GTM900B, and recording module ISD1700, then accomplishes the hardware circuit design of ARM control part, after that, pays high attention to the design of signal control section and realize the control signal of call voice output transmitted to the input of modulation portion.In addition, the underwater acoustic communication system is presented, the theory research based on single-sideband modulation and demodulation is conducted, and the simulation by Matlab is realized. Afterwards, the chip resources of TMS320VC5509A are also introduced, at the same time, hardware and software design of the signal process part is illustrated in brief. Additionally, signal acquisition principles and their corresponding programs of sound card of the terminal PC are explained. Finally, actual debugging results of the whole design process are instructed.In the final part of this dissertation, the signal control unit, voice signal processing unit and demodulation unit in the terminal are combined and debugged. The original voice signal and corresponding signal after demodulation is analyzed in time domain and frequency domain, which proves the feasibility of seamless connection between the voice signal of cell phone and underwater users.
