The Design And Realization Of Railway State-owned Capital Supervision Property Right Registration System Under The Background Of "Three-in-one Certificate"

China on October 1,2015 began the Three-in-one certificate registration system reform,in the country to implement and carry out one license one unified code pilot work.After Three-in-one certificate,the license code becomes 18.China Railway Corporation commissioned by the Ministry of Finance,managing the state-owned assets registration matters of railway enterprises and which railway enterprises as the largest state-owned shareholders of the state-owned assets.In order to meet the needs of the railway bureau as the main business status of operation,the traditional mode of operation of the registration of property rights has been changed in order to cope with the comprehensive implementation of the reform of the registration system of Three-in-one certificate.As numerous changes in business,architecture and functionality of the existing regulatory capital of state-owned railway property registration system put forward new requirements.This paper systematically analyzes the requirements of functions,network and safety of the railway property right registration work,and upgrades the property registration system of the state-owned capital supervision property of the railway,and carries out the business process reengineering to meet the property registration management of the state-owned assets of the railway enterprise need.The system achieved the possession,change,cancellation,annual inspection and other property registration work of the whole process of recording and review,unified enterprise code adjustment,integration of related property rights certificate printing.The paper also showed some function briefly.
