Study On Distribution Characteristics And Internal Mechanism Of Policy Documents Altmetrics Indicator

The economic and cultural development of the nation and society are highly supported by science and technology.Above all scholarly communication and scientific evaluation are two fundamental factors in advancing and directing the scientific development.With the Internet spreading and penetrating all aspects of people's lives,scientific communication and evaluation are also affected.In such a context,Altmetrics came into being and provide new possibilities for the scientific evaluation.In order to measure the full impact of research,Altmetrics not only explores the data sources as social medias,documents storage,patents policy for indicators,but also includes various non-traditional academic outputs.However,the current basic research is far from enough in supporting the urgent need from application oriented research(like various evaluation research and information retrieval).The situation requires more studies to be focused on the nature,attributes and value of altmetrics indicators and sources.As a relatively new data source,the policy documents provides an interesting possibility for the societal impact measurements,which are especially worth studying.In this case,based on the large quantity of Altmetric.com' s data,we analyze the policy-related mention to find out its characteristics and distribution rules,so as to better use it.Based on the analysis of the relevant research on Altmetrics at home and abroad,this paper summarizes the background knowledge of Altmetrics and the indicators,then states the policy documents Altmetrics and related problems.And based on more than five million data records from Altmetric.com,with both the quantitative methods of statistical analysis and the qualitative method of content analysis,this paper reveals the characteristics of the policy-related mentions.In this research process,the main conclusions are as follows:(1)The relative coverage of policy documents altmetrics is low and currently should not be used for evaluation purpose;(2)Policy documents altmetrics shows no immediacy advantage,on the contrary,the average time delay is longer than citations;(3)Distribution of policy documents altmetrics on the article level is evenly distributed,especially distribution based on NUU data.94%of scientific products have only one policy documents mention;(4)Distribution of policy documents altmetrics on the journal level follows Bradford's law.Core journals are from fields like food security,medicine science and economics;(5)Most frequently mentioned disciplines are health science and medicine science;(6)Scientific products with policy documents altmetrics show no advantage in Altmetric Attention Scores.It means that application of scientific products in policy has nothing to do with the general attention;(7)Content analysis shows that scientific products are mostly mentioned in policy documents as references or footnotes.Policy documents mainly mentions overall,conclusion and summarization of the scientific products.The mentions mainly appear in introduction parts,literature reviews or theoretical basis of the policy documents.
