With the acceleration of economic globalization,the rich degree of innovation of science and technology has replaced the natural resources,and it becomes a decisive factor which measures a country's comprehensive national strength.As an important part of the national scientific and technological innovation system,scientific and technological achievement transformation solves the problem about transformation from the scientific theory to the practice of production applications.However,colleges and universities which is an important base on scientific and technological achievement transformation encounter problems of poor environment,uncultured idea and poor quality in the process of scientific and technological achievement transformation.Along with the continuous accumulation and rapid development of Internet technology, using Internet technology to realize scientific and technological achievement transformation information system becomes an effective way to solve the dilemma,scientific and technological achievement transformation information service system comes into being.Traditional information service system only provide a way for scientific and technological achievements for colleges and universities to convert the relevant information display function, because scientific and technological achievement transformation information in colleges and universities has features of a strong professional and the number,enterprises cannot know about scientific and technological achievement transformation in a short period of time from all-round,multi-angle.Therefore,the information service system in this paper using the text keyword extraction algorithm to achieve search function and the text recommendation algorithm to achieve recommendation function,so as to strengthen the exchange of scientific and technological achievements between universities and enterprises.In this paper,scientific and technological achievement transformation information service system include information display module,information management module,information search module and information recommendation module.The information display module displays information about scientific and technological achievement transformation information.The information management module realizes the information management operation in the information display module.The information search module adopts the text keyword extraction to realize the search of scientific and technological achievement transformation.The information recommendation module adopts the text recommendation algorithm based on the text similarity calculation to realize the recommendation for scientific and technological achievement transformation.First of all,this paper analyzes the demand analysis,and gets system function division,system role analysis and database table design.Then,the paper gives the explanation of system architecture,including system architecture and logical architecture.Finally,the paper gives various functional modules of the system are designed and implemented in detail,including information display module,information management module,information search module and information recommendation module.The performance and function of system perform well,and the system can achieve the actual needs of the system.
