Analysis And Researching On The Security Broadcast Risk Of CATV Network Company

In order to regulate radio and television broadcast,the National Press and Publication of SARFT latest revised and promulgated Radio and Television Security Broadcast Management Regulations(Order No.62)in October 2014,which put forward much more stringent requirement to the security and reliability processing of program broadcast,transmission and coverage etc.CATV Network Company,a main entity of radio and television program transmission and user coverage,assumes the major responsibility for radio and television broadcast security.In that cable television network involves many links,and the network level and routing are much too complex,how to insure the security and reliability of program broadcast is already CATV Network Company's top priority.On the basis of consulting a large number of literature and actual research,this thesis has carried out a thorough research on cable television network broadcast security risk.This thesis mainly covers the following content:1.Studied the definition and classification of security broadcast accident from the Regulations on the Administration of Radio and Television Broadcast.Based on the statistical analysis of the security operation log of a CATV Network Company in 2010-2015,identified 9 types of security broadcast accidents.The statistical analysis of the security broadcast accidents faced by the cable television network company is carried out from three aspects: the frequency of accidents,the duration of interruption and the number of influenced programs,to identify the hazards of various types of security broadcast accidents.In addition,from the reasons for the occurrence of the security broadcast accidents,recognized 13 incidents that caused security broadcast distress,then established an association between the incidents and the potential security broadcast distress.2.Set up a team of 15 experts for risk identification,by adopting Delphi method to identify the accidents,risk factors,the relationship between the risk factors and potential broadcast accidents in cable television broadcast full process.and successfully identified CATV Network Company's 9 categories security broadcast accidents and 27 risk factors,And finally identified the relationship between security broadcast risk factors and potential broadcast distress of CATV Network Company.3.Using Analytic Hierarchy Process(AHP)and Delphi method evaluated and ranked the importance weight of CATV Network Company's security broadcast accident.Adopted Analytic Network Process(ANP)and Delphi method on the comprehensive evaluation of risk factors' weights of the CATV Network Company,and obtained risk factors' comprehensive ranking and classification.Through researching on risk response,draw up pertinent risk control measures for 27 categories of risk factors,then obtained countermeasures and control strategies for CATV Network Company's security broadcast risk.At the end of this thesis,took the security broadcast of a southern provincial CATV Network Company as a typical case,applied the researching result to it,which attained good effect.Thus further testified the general adaptability,relevance and rationality of CATV Network Company's security broadcast risk researching result.In this thesis,through analyzing and evaluating the risk of CATV Network Company's security broadcast,a scientific,rational and acceptable risk control measurement for CATV Network Company security broadcast is established,which could reduce security broadcast accidents,and insure signal security,program integrity and technical security in processing of broadcast,transmission and signal coverage of cable television program.
