After more than ten years of rapid development, health service industry has become a sunrise industry which has a broad development potiential. Since thc concept of “Internet+” was advanced, the development of O2 O health service has been riding high, but how to arrange multi-skilled health service experts reasonably to provide better health service for users is a difficult problem which many O2 O health service enterprises are facing. So there is a realistic significance to study multi-skilled health service experts scheduling problem.A multi-skilled experts scheduling problem in O2 O healthcare service was studied in this thesis. In the schedule, multi skills of experts, change of working place and user's preference were taken into accout. A multi-objective integer programming model was formulated which aimed at meeting user's preference, letting experts work at the same service station in each shift and balancing experts' working time and scheduling less experts as far as possible. A basic heuristic approach was developed to solve the problem., meanwhile, a simulated annealing algorithm was designed to improve the quality of solution on the basis of the basic heuristic approach.Based on the cased designed, numerical experiments were done on multiple scale cases to verify the effectiveness and efficiency of the heuristic and the simulated annealing. The results showed that the definition of skill tension of “skills quantity supply ratio” was better in the the heuristic. There was an obvious improvement over the solutions of the simulated annealing and the heuristic, especially for meeting preference and letting experts work at the same service station in each shift. The sensitivity analysis of the relative parameters found better experimental parameters of the simulated annealing.
