Navigation signal system determines the innate performance of the navigation system, the quality of the navigation signal determines the gap between the optimal performance of the system and the performance of the signal system. Navigation signal quality evaluation index system is proposed in this paper, from the time domain, frequency domain and modulation domain index and related domain index,comprehensively assess the quality of navigation signal, calculation method and steps of the index of navigation signal quality evaluation is also proposed in this paper.In based on the evaluation index system, this paper introduces the design of satellite navigation signal quality assessment system, the design of software is based on the classical MVC design pattern, divided into three modules: model, view, controller, the view layer is responsible for the interaction between the software and the user, providing users with data input and output interface; model layer is responsible for the core business process, is the core part of the software;the controller layer is responsible for establishing the matching relationship between the view layer and the model layer, the call of the model layer function module, and the data transfer between the view layer and the model layer.The method proposed in this paper provides the basis of the evaluating of navigation signal, and the signal quality evaluation software designed in the paper provides a convenient tool for the evaluation of navigation signal quality. Judging the quality of the signal under the condition of equal signal to noise ratio by observing the testing data, has an important reference value for the generation of high quality signal of satellite navigation.
