With the development of the mobile Internet and the Internet of things, the geographic information services are growing with each passing day. The lacks of logic connections among the data cause that computer is unable to understand the connotation in the data. It becomes more difficulty for machine to discover and recognize Geographic Information Service. Accordingly, it affects the speed and efficiency of obtaining information for users. How to fast and conveniently seek out available service from massive geographic information services and satisfy the needs of service requester becomes an urgent and vital problem. Owing to the complexity of Geographic Information Service's spatial semantics, the present searching engine technology based on keyword cannot solve the semantic inconsistence problems.This thesis researches on OGC Web Service. It takes advantage of the features of OGC geographic information service metadata, extracts description information in metadata in according with different label's weight, utilizes semantic distance, semantic construction, attribute information and other factors to figure out the semantic similarity between the search keyword and OGC Web Service to improve the matching accuracy. The thesis is studied as follows:(1) Establish ontology library for OGC geographic information service in the geographical domain. Collect OGC geographic information service in the field of geology and the administrative area. Utilize Java program to parse geographic information service capability file, extracting, collecting, analyzing OGC geographic information service description information and establish corpus of OGC geographic information service. Finally, analyze semantic relation in the corpus to construct the ontology library for OGC geographic information service.(2) Design OGSS semantic similarity model oriented OGC geographic information service. Comprehensively utilize of semantic distance, semantic structure, attribute information and other semantic information elements. Meanwhile, combine the features of the OGC geographic information service capability to design OGSS semantic similarity model.(3) Implement prototype system based on OGSS semantic similarity model. This thesis considers the OGSS semantic similarity model as the core algorithm. With the help of Lucene, Jena reasoning machine and other open source developing tools, accomplish OGC geographic information service semantic retrieval system.This thesis studies the OGSS semantic similarity model oriented OGC geographic information service, and implements the intelligent semantic reasoning system based on OGSS semantic similarity model. Using traditional keyword technology for contrast experiment, the results show: 1. This matching outcome of synthetically semantic similarity compute mode this thesis proposes satisfies the awareness of the public and the experience of the expert. 2. Contract on the keyword search technology, the semantic similarity model increases recall 10% and ensures the recall rate steadily at 90% above, keeping comprehensive performance F value of retrieval more than 90%. 3. Semantic similarity model can better understand the intentions of users and solve the geographic domain semantic inconsistence in geographic information service and the search result can better satisfy the needs of users.
