Radio spectrum(hereinafter referred to as "spectrum") is a kind of scarce and precious natural resources in wireless communication. With the rapid development of wireless communication business, demanded spectrum increasing rapidly, the shortage of spectrum resources become more prominent and being the new bottleneck restricting of the wireless communication. Cognitive radio(CR) technology because it can effectively solve the problem of the current shortage of wireless spectrum resources become important research hotspot in the field of wireless communications in recent years. The basic idea of CR technology is very simple, but its design and implementation is facing many challenges. To make cognitive radio technology is practical, a lot of research work is need to do, especially in the face of the core technology to service-oriented quality assurance.This paper mainly studied the improving strategy aiming to the problems existing in the stream media transmission and implemented the strategy through the spectrum allocation process.The work of this paper is mainly manifested in the following aspects:(1) Briefly analyzes in the cognitive radio system transmitting streaming service exists problems and reasons. In the process of streaming media transmission, due to the instability of cognitive system resources, almost at some point a streaming media service can’t get spectrum resources, so as to problems such as packet loss and confusion of the order will occur and lead to instantaneous distortion or jammed at the receiving end, seriously affecting the quality of streaming media services. Based on the main cause of the problems are analyzed, and find the reasons of the problem is the essence of the cognitive radio technology characteristics, namely the randomness of the available spectrum resources. Cognitive radio technology is to use "to" authorized spectrum of authorized users, authorized users have the absolute priority of authorized spectrum.When authorized users are using spectrum, cognitive users can’t use, thus leading to cognitive users of the available spectrum resource is random variation.(2) Aiming the problem of stream media transmission in cognitive radio technology designs time balancing way of cognitive radio spectrum allocation of resources. When the spectrum resource is plentiful it makes cognitive user buffer streaming data, as far as possible to ensure that the spectrum resources shortage in streaming media service quality. Through the analysis of the distribution, it is concluded that need to be in accordance with the receiving data allowance dynamically calculate cognitive users’ demand, and demand response to the conclusion in the process of spectrum allocation.(3) A CSGC algorithm based on time balance which mainly improves quality of service of streaming media in cognitive radio is proposed. According to whether or not the spectrum is continuous, a CSGC algorithm based on time balance and spectrum of polymerization and a CSGC algorithm based on time balance and spectrum aggregation are formed. By analyzing these two algorithms, we find that the algorithms can improve the service quality of streaming media in cognitive radio.
