With the development of electric power communication network, the affect of the electric power communication network and the risk of failure of the power system is becoming more and more important, the reliability requirements of the productive sectors of the electric power communication network is also growing. In order to guarantee the operation of electric power communication network safely and reliably,This paper describes the significance of power communication network's security risk assessment, introduces several commonly used methods of risk assessment of network: Analytic Hierarchy Process, Fuzzy Comprehensive Evaluation and so on. By analyzing the changes of network robustness and performance functions suffered from the node attack to determine the static risk points in the network, and proposes topology optimization algorithm; This task carries out the technology of electric power communication network's security assessment. By analyzing the main factors affecting the safe operation of the communication network, we determine the appropriate safety evaluation index, and achieve the establishment of Electric Communication Network Security Assessment System based on the algorithm of Fuzzy AHP. We applied the Tianjin Electric Power Communication Network to the Security Assessment System, determine the assessment index and calculate the corresponding risk value.
