A Radio Environment Map(REM) maps its geolocation information to the propagation characteristics as complementary information for an adaptive communication of cognitive radio(CR).In this paper we propose a novel theoretical three dimension(3D) Multiple Input Multiple Output(MIMO) channel model. The proposed model parameterizes the geolocation information of interacting obstacles referred as scatterers. An efficient response distribution function(ERDF) is developed to interpolate the array response for an arbitrary scatterer location. It is shown that the mutual information of the proposed model is consistent with a conventional geometry-based model with the lower simulation time. It allows us to generate channels with all possible scatterer distribution on the surface of a building effectively. Moreover, this work addresses the problem of target position and velocity referring as target parameters estimation when the direct-path reference signals are unavailable. A separable nonlinear least squares(SNLS) based algorithm is derived to jointly estimate the target parameters and the unknown transmit signals for this problem. Numerical examples demonstrate the unknown transmit signals can be reconstructed by least squares(LS) and the target parameters are at the statistic peaks of the maximum likelihood function. The root mean square estimation errors(RMSEs) of the target parameters are close to the corresponding Cramer-Rao lower bounds(CRLBs) derived from the signal model. The results show that the SNLS based algorithm can be successfully applied for the target parameters and the unknown transmit signals extraction from the target path signal.
