College apartments, also referred as the ‘Second Classrooms', play a crucial role in the teaching and administration of higher education. Its management not only relates to students' life and their personal development, but also reflects the art of management of universities and colleges. Thus, a well-functioned management system of college apartments will support and promote the college administration.The traditional college apartment management system adopts C/S or B /S as its mode. Nowadays, however, advanced by the Internet and mobile technologies, various mobile devices are widely used by the college students. Among them, the Android-based cell phones are the latest rage, due to they are affordable and friendly to use. In this light, it is necessary to research and develop an apartment management system which can be accessed both on the platforms of B/S and Android. This thesis, therefore, based on related theories and studies, designs such a system.This thesis lays out the following contents. First, this thesis, combined with the author's first-hand investigations at work, presents the current situation of the college apartment management. Second, it analyzes the business requirements and design architecture of the Android-based apartment management system, and build a corresponding database. Third, based on the mentioned requirements, it describes the implementation methods of the main modules, including the mobile-oriented query and management and the Greedy Algori thm-based dorm allocation. Fourth, according to the test theories in the software engineering, it uses a test case to test each module in the designed system and their functions. By observing the running of this system in the college where the author works for, it finds its advantages over those old systems, which proves the information construction in higher education institutions will improve the efficiency of college apartment management.To address the problem of dorm allocation, which is complicated by the multiple constraints and limitations, this thesis adopts the Greedy Algorithm to figure out a solution. Aimed not to a global optimum solution but to a local optimum, the Greedy Algorithm improves the precision and efficiency in dorm allocation.This thesis researches and develops a college apartment management system, which takes both Web and Android as the front end and Java as the programming language, and tests on various Android-based mobile devices. Indeed, the feedback suggests that the mobile-oriented apartment management system not merely strengthens the students' participation in the process, but also upgrades the apartment management raging from dorm allocation to statistics analysis.
