Forest resources are not only an important global ecological system components, but also the material basis of human life, the sustainable development of forest resources has become the key to maintain and improve the whole human environment. How to find the scientific and reasonable ways to manage the forest resources and ensure the profit of the manager and the sustainable development of forest resources become a principal subject in the research fields of forest development. However, most existing studies on optimal management of forest resources have used the qualitative methods or simple quantitative models. It is not enough if it is used only by these methods. It is short of dynamic method to analysis the data of forest resources. Therefore, it is more appropriate for the realistic needs to establish the dynamic control model of forest resources.This thesis does the research from the following some aspects.Firstly, it can find the controller that can make the forest trees in a short period of time to stability and ensure the sustainable development of forest resources through establishing the singular discrete control model's state equation of the forest resources.Secondly, for the managers, it is best that the number of trees get the maximum in some time. Because the purpose of managers is profitable, and the more trees the more income managers may get.Thirdly, it can't be sure that the managers can get the most income when there are lots of trees in the forest, and the most income is the ultimate goal of the managers. They can get the optimal income through establishing the output equation about the earnings, and then through the use of quadratic method and get the optimal income.Fourthly, the income is included in the state equation. We can get the state feedback controller which is made the system is stability.Finally, the examples were verified by using of the LMI toolbox of MATLAB. It also can be proofed by setting up the singular discrete control system of forest resources which is the feasibility of research content.There are two benefits in the practical application of the system model of the forest resources in this paper:firstly, the system model of the forest resources was given, it can predict the number of trees in the forest in the future, the income of the managers, and so on, The forest resources factors of future can be showed by using the data. Secondly, when the system model of the forest resources is instability, it can make the system to achieve stability by adjusting the controller, and ensure the sustainable development of forest resources.
