License Plate Recognition, involving the variance knowledge of artificial intelligence,Image Processing and machine learning, has been an very important issue in Pattern Recognition. However, most of scene of License Plate Recognition based on fixed background or taking photos in a short distance can't satisfy with demand that recognize License Plate when the car is moving. Even though some scientist develop lots of complex algorithm to solve the recognition problem, there are a little algorithm satisfying with the demand that recognize License Plate when the car is moving. Meanwhile, Manifold learning,as a new supervised algorithm, attracts more and more scientists' attention. But there is no one apply the manifold learning into License Plate Recognition.Through the scrutinized analysis about vital process of License Plate Recognition,optimizing algorithms of each module were obtained under the situation that recognize License Plate when the car is moving. And Local linear embedding algorithm, one of manifold learning algorithm, was applied into License Plate Recognition procedure,which reduced the dimension of data sets from high dimension space to low dimension space and kept the topology of each points from data sets. Then, the experiment was designed for the algorithm and dataset based on MATLAB platform and the results of experiment was compared with the BP neural network results using the same data sets.Finally, the whole license plate recognition using the manifold learning as the main algorithm of OCR part was realized on Smart Phone based on Android Platform.The results of emulation on MATLAB and cross validation indicate that using manifold learning into License Plate Recognition, which can effective keep the low dimensional manifold structure from the process of dimension reduction and can avoid the impact of image's blurry, rotation or distortion, can obtain an ideal recognition rate. Finally,Realizing the whole License Plate Recognition based on Manifold learning in smart phone of Android Platform proves that using manifold learning into License Plate Recognition has a practical significance.
