As the wireless communication quality of service requirement continues to increase, the data traffic is experiencing an explosive growth. Scarce resources such as spectrum and energy need to be efficiently managed and used. Through some new technologies such as spectrum sensing, the heterogeneous network consisting of macrocell and small cell provides great potential for improvement of the spectrum efficiency and transmission performance. However, a large number of users and the randomness of their location and behavior make resource management an important problem that needs further research. This paper mainly focuses on the allocation of spectrum, energy and so on. First, the effect of the sensing time on the system throughput is investigated, with single primary user and single secondary user. Derivation and simulation both prove that there is a unique best sensing time that can lead to a maximum throughput. According to this result, a slotted joint optimization algorithm of sensing time and power allocation is investigated, which can optimize the system throughput while controlling the interference and energy consumption. Second, two different types of spectrum allocation schemes are analyzed, including closed access and open access. And then a new allocation algorithm is studied, which helps serve the maximum users with the constraint of the quality of service.
