With the recent years,the state more and more attention to the construction of think tanks,think tanks in recent years has made rapid development.As a part of the think tank,the educational think tank of the university has attracted more scholars' attention in recent years.This paper will study the classification,function and operation mechanism of the educational think tank in China and the United States,and put forward the similarities and differences between the two and finally put forward the suggestions and strategies for the better development of educational think tanks in our country.The main content of the study consists of six parts:The first part introduces the background of this study,the purpose of the study and the significance of the study and so on.The related concepts are defined.Through the research on the current situation of domestic and foreign research,the author draws the basic direction and related research trends in the research of the educational think tank in colleges and universities,and puts forward the shortcomings of the existing research to predict the future research and development trend.Launched a basic discussion.The second chapter theory part,the policy process theory,theory of social governance,elitism theory,management,decision theory as the theoretical basis of this thesis research.The third chapter,the comparative study of educational think tanks in Chinese and American colleges and universities is mainly introduced in the classification of Chinese and American educational think tanks.There are two types of educational think tanks in China and the United States: the internal education think tank established by the university and the external education think tank established by the university.Secondly,the comparative analysis of educational think tanks in Chinese and American colleges and universities is made.The fourth chapter,A comparative study of the function of educational think tanks in Chinese and American colleges and universities.First,the functions of educational think tanks in Chinese and American universities are introduced.In this part,the author divides the function of the educational think tank in China and the United States into four parts: scientific research,personnel training,policy suggestion and public opinion guidance.The four parts are discussed respectively,and the comparative analysis is carried out in the functional research.In the fifth chapter,the comparative study of the educational think tank in Chinese and American colleges and universities is carried out.The operational mechanism of the educational think tank in China and the United States is the focus of this paper.It also divides the operation mechanism into five parts: personnel composition,organization,Source,project source and outcome transformation.The paper analyzes the middle school education think tanks of China and the United States by introducing the foundation of the operation mechanism of the two.In the Sixth Chapter,The Enlightenment of American University 's Educational Knowledge Base Construction to China.This chapter mainly focuses on the comparative analysis of classification,function and operation,and puts forward some experiences in the development of educational think tank in our country.It mainly includes five aspects: establishing and guiding the mechanism of public opinion guidance,establishing multi-channel Project source mechanism,the establishment of scientific research results rapid transformation mechanism,the establishment of a wide range of funding mechanisms to establish a scientific and rational talent generation mechanism.
