Analysis On The Function Of NGOs In The Construction Of Harmonious Rural Order

Since the founding of new China,China's rural governance has experienced from the early days of the "people's commune" model to the "government in towns,autonomy in villages" model after the reform and opening up,and then to today's significant changes in the construction of new socialist countryside.Now,many problems continue to emerge in rural society,so the traditional "government in towns,autonomy in villages" binary order construction has been difficult to effectively adapt.Currently,China is in the transition period of social development,and harmonious rural order construction is related to the realization of modernization and comprehensively build a well-off society.There is a growing need to seek broad participation and interaction of the diverse subjects,including rural social organizations to solve the realities in rural governance.The Third Plenary Session of the Eighteenth Central Committee of the Party put forward that: "Innovating social governance must focus on safeguarding the fundamental interests of the overwhelming majority of the people,maximizing the harmonious factors,enhancing the vitality of social development,improving the level of social governance,maintaining national security,ensuring that the people to live and work in peace and contentment,social stability and orderly.We must improve the social governance mode,stimulate the vitality of social organizations,innovate effective prevention and resolve social contradictions,and sound the public security system." In recent years,in response to the needs of social development,a large number of rural non-governmental organizations have emerged and developed rapidly,and played a huge role in the construction of rural order in many fields: promoted the autonomy of villagers and developed the rural democracy in politics;economically,adjusted the rural industrial structure,promoted rural economic development;culturally,improved the cultural level of farmers,optimized the rural social atmosphere;socially,provided public goods,made up for the lack of government public services.Nevertheless,there are still many difficulties in the development of rural non-governmental organizations,such as the imperfect laws and regulations,lack of resources,shortage of funds and administrative dependence.In the traditional rural order construction,rural NGOs are still the order construction subject which is neglected.In the process of the new rural construction and building a well-off society in an all-round way,strengthening the research on the function of rural non-governmental organizations in the construction of harmonious rural order,in practice,that is conducive to improving the level of rural governance,promoting the construction of democratic politics,improving the good governance,maintaining the stability in rural areas,forming a new and vibrant rural governance pattern;in theory,is conducive to strengthening the study of rural governance theory,deepening the connotation of grass-roots democratic political construction theory,and further enriching the connotation of social governance theory.The paper makes a deep comparison of the civil organization participation in the rural governance through the methods of literature research,historical analysis and case study,taking the building of a harmonious rural order as the purpose,the rural non-governmental organizations as the research object,the pluralistic governance of the grassroots society as the research angle.On the basis of the governance theory,the paper systematically analyzes the roles and functions of rural non-governmental organizations and puts forward the countermeasures and suggestions for the participation of civil organizations in the construction of harmonious rural order.Through this study,I try to show a relatively stable and balanced state of rural society,and provide a model for rural non-governmental organizations participating in the construction of rural order as one of the multiple subjects.The article is divided into five chapters.The first chapter is the introduction.The second chapter analyzes the evolution of the main role and the traditional theme role in the construction of the rural order since the founding of the People's Republic of China,which leads to the neglect of the rural non-governmental organizations in the rural order construction.The third chapter first analyzes the grassroots characteristics of rural non-governmental organizations,then expounds the appeal and influence of the leaders of civil organizations,and finally analyzes the role of civil organizations in the construction of rural order.In the fourth chapter,the author expounds the roles and functions of different subjects in the construction of harmonious rural order,then clarifies the interaction between multiple subjects,and finally describes the mode of coordinating the governance mechanism of the rural order in which civil organizations participate.The fifth chapter discusses how to fully play the role of civil organizations in the construction of harmonious rural order,and the main contents include the establishment of the institutional environment which civil organizations play their roles,cultivating the healthy growth and correctly guiding the development of civil organizations.
