Reform and opening up nearly 40 years,along with the in-depth development of the market economy led to the deep transformation of society,from the party’s eighteen report "to speed up the formation of political and social separation,power and responsibility,according to the autonomy of the modern social organization system" The Third Plenary Session of the Eighteenth Central Committee blew the horns that inspire the vitality of social organizations.In July 2015,the General Office of the CPC Central Committee,the State Council issued the "trade associations Chamber of Commerce and the administrative organs of the overall program" to make the industry sports association reform and development have a sufficient basis.This paper focuses on the basic information,internal governance and activities of the sports association of the industry from the development of the national sports association through the research methods such as literature,field interview,questionnaire survey,mathematical statistics and logical analysis.Service,decoupling situation and other four aspects of analysis and conclusions.The main conclusions are as follows:(1)the national industry association governance model difference is not the industry’s own initiative,the State Council to implement institutional reform,industry authorities merged or converted is the direct cause of the difference.(2)There are 13 national trade associations to create "one line of goods" workers sports activities,accounting for 72.22% of the total,but to carry out industry workers or special events or full coverage of the project.(3)Most of the national trade association of corporate governance structure is imperfect,governance mechanism to be improved.Generally have members of the General Assembly or members of the General Assembly,the Council,the Secretariat,its board of supervisors vacant,in operation has not yet formed a clear power,coordination,mutual checks and balances mechanism.(4)Nearly half of the national industry sports association is not registered to face legal risks,to undertake government procurement services less qualified.(5)Generally observed that the impact of the industry sports association decoupling is the biggest factor in the association’s own lack of viability,followed by the relevant supporting policy is imperfect,the smallest factor is the affiliated units do not want to decoupling.(6)National industry sports associations generally did not establish partyorganizations,the main reason is less than three full-time formal party members,temporarily have to set up party organization conditions;followed by the association responsible for the establishment of the importance of the establishment of party organizations.On this basis,this paper makes the following recommendations:(1)Steady progress in political and social separation,the construction of modern social organization system.(2)Increase policy support,nurture and promote the development of industry sports associations.(3)Through the assessment and recognition,to stimulate the industry sports association of internal motivation.(4)Classification guidance,the progressive realization of the industry sports association party coverage.(5)Improve the internal governance structure,improve the corporate governance mechanism.(6)Promote the decoupling work,to enhance their own building capacity.(7)Continue to consolidate the leading role in the workers’ sports,to create more brand events.(8)And actively promote the industry members,enterprises,social services,to assume more social responsibility.(9)Improve the level of market operation,expand financing channels. |
