‘Internet +'is a new trend in this era,especially amid the sweep of web 3.0,that the main focus of web development has shifted from being technology-oriented to people-oriented,which is to become a launch pad for the progress of education.Professional development of teachers,as the core of educational reform,is seeing a great potential,forgoing the original model of simply lecturing to today's putting teachers first.Online learning communities of teachers have the potential of producing a good learning environment,however,most of which proved to be low-efficient with the evaluation system laying too much emphasis on the testing records,ignoring the comprehensive development of teachers themselves.Many teachers struggle to switch from teaching forefront to the lingering,heavy training tasks repeatedly,that a large number of the so-called online learning community really failed to do a good job,and those walking on the right track are yet mature enough.Thus building a successful online learning community for teachers,with internet technology,is an issue calling for solutions in order to propel teachers' professional development and realize value creation.To begin with,this paper expounds and proves its research necessity from two perspectives of balanced development of regional education and professional development of teachers.Further demonstration of research significance on the value creation of regional teachers' online learning community is made through looking at individual cases of learning community,teachers' learning community and regional teachers' learning community,as well as the relationship between them and teachers' professional development.Another focus of this research is the construction of an analysis frame for the value creation of regional teachers' online learning community brought up after the analysis on the development progress of online learning community and the value creation during this progress.Existing research findings come up with fivedevelopment phases for regional teachers' online learning community,namely,initial phase,alliance phase,execution phase,transformation phase,and continuation phase.Based on value creation theory,this paper then integrate the five value categories created during the forming progress of teachers' online learning community with the above five phases.In the last part,a detailed scientific analysis is made on the real data generated throughout the building of teachers' online learning community via a combined method of social network analysis,content analysis and other quantitative and qualitative analysis,all based on the analysis frame for the value creation of regional teachers' online learning community,thus the value created during this process is detected,so is the way it forms.After the above analysis,a value creation model is built and the way it facilitates teachers' professional development is elucidated.This paper then gives certain suggestions on promoting teachers' expertise based on the above model,in an effort to build an efficient online learning community of teachers,offering an example for regional teacher training and further advancing the development of teachers' professional abilities.
