Under the background of pursuing educational equality by balancing educational resources, especially by carrying forward balanced allocation of teacher resources, the policy of regular flow for teachers in elementary and secondary schools plays an important role. By presenting the implementation background and development process of the policy of regular flow for teachers in elementary and secondary schools in remote and poor areas in Japan, this paper aims to improve the policy of regular flow for teachers in elementary and secondary schools in China and offer some revelation and reference for educational equality.This paper compose of four chapters except the introduction:The first chapter is about the origin of the flow of teachers. Under the era of highly praising the idea of democratic equality in education, the flow of teachers begins.Hereafter, the well defined right and responsibility among ministry of education,prefecture and municipality of Japan has promoted the flow of teachers. In 1950s-1960s,the inequality in education between rural areas and urban areas became increasingly visible, thus regular flow for teachers in rural areas was put on the agenda.The second chapter is on the development of the regular flow for teachers in elementary and secondary schools in Japan. It has went through three stages: forming stage, exploration stage and perfecting stage. Informal teacher circulation has changed into formal ones and a completed legal system for the regular flow of teachers has been established in exploration stage. It plays a vital role for promoting the regular flow of teachers and equality in education.The third chapter is a analysis of teachers regular flow practice in elementary and secondary schools in Hokkaido Region. It has been more than 70 years since the regular flow for teachers was implemented in Japan. It has formed a mature system of teachers regular flow and lots of typical case which has practical meaning emerged in practice.Taking the teachers regular flow in Hokkaido Region as an example, the Hidaka, the Kushiro and the Iburi were chosen as cases,this paper tends to elaborate on the current situation of the teachers regular flow in Hokkaido Region and sum up the experiences and the innovation point.The fourth chapter is about the reference and the enlightenment that we can learn from teachers regular flow in Hokkaido Region. at present the developmental difference between urban areas and the rural areas is increasingly significant and the unreasonable teacher resources distribution is one of the most important reason. As a poor rural area in Japan, Hokkaido has promote the development of their education by implementing the teachers regular flow. It is worth learning from. The lessons are: perfecting the laws and regulations and dividing the flow areas and schools clearly; designing timely changing teacher circulating scheme adjusting to local conditions; attention should also be paid to propaganda to encourage teachers to participant in circulating actively; exclusive founds should be set up to improve teachers’ social benefits in rural areas. |
