In the 21 st century,the pursuit of fairness and excellence has become the new trend of the development of world education development.In order to deal with competition and challenge of globalization,to make sure that the students can gain a competitive edge in the knowledge economy society,to maintain the economic power in the international arena and education status of the great powers,the United States is bound to respond on the education reform.On December 10,2015,President Obama surrounded by members of Congress,education officials,and schoolchildren,signed the bipartisan Every Student Succeeds Act(ESSA)into law,dubbing it “a Christmas miracle.”The President claimed to be “proud to sign a law that is going to make sure that every student is prepared to succeed in the 21 st century”.The act,which replaces the much-reviled No Child Left Behind Act(NCLB),is the reauthorization of the Elementary and Secondary Education Act(ESEA)and came into effect when President Obama signed it.ESSA,which goes into full effect with the start of the2017-18 school year,will maintain the civil rights legacy of the underlying Elementary and Secondary Education Act(ESEA),which turned 50 last year.Controversial since becoming law in 2002 as the reauthorization of the 1965 Elementary and Secondary Education Act,the No Child Left Behind Act has been portrayed by critics as federal overreach in education,even as supporters viewed the bill as a necessary reform to improve the academic performance of students in K-12 schools.Every Student Succeeds Act rejects the overuse of standardized tests and one-size-fits-all mandates on schools,ensures that the education system will prepare every child to graduate from high school ready to thrive in college and careers,and provides more children access to high-quality state preschool programs.Under the Every Student Succeeds Act,federal education mandates particularly around accountability are decreasing,which means states will have more flexibility and authority than they've had in decades.After a decade and a half of living under NCLB,many states and education leaders are optimistic about the new law,a number of state education agencies are eager to start developing their own systems.Officials and educators across the country are just beginning to figure out what should stay the same under the new law,and what they should change,to meet their own and the federal government's criteria.It's still early days,but the reactions and innovations in some states are all around the nation.But it remains to be seen if State education agencies,most of which were hollowed out by staff and budget cuts during the recession,are up to the job.America's new federal education bill has grand aspirations,but will it live up to them? Besides,the effect of a change of US regime cannot be neglected.The main body of this thesis consists of four parts.Chapter ? analyzes the history and background of the Every Student Succeeds Act.First it overviews the history of the policy for America's education fairness.Then it analyzes the awkward situation of the America's education.The financial crisis of2008 proves a best opportunity for Obama to carry out his educational reform.Last but not the least,the skepticism towards NCLB becomes the trigger for this new bill.Chapter ? introduces the main content of the Every Student Succeeds Act,including restoring local education control,the subdivision and support for the subgroups,the cultivation of high-quality teachers,supporting 21 st century schools and new educational programs,etc.Chapter ? elaborates the reactions and innovations in some states around the nation.It also involves the challenges ahead for States.The last chapter is mainly about the reflection of the America's education like the history of education management system in America,the instrumental rationality of American education and the integration of the American education system.
