The Study On Enrolment Autonomy Of University

The emergence and development of the enrolment autonomy of Chinese university was accompanied with the education system reform,government decentralization and the promulgation of legal policy.At the present,enrolment autonomy of Chinese university has risen from “expansion” to the level of “implementation”.Through the event that “two admission scores” in 2015,this paper finds a dilemma in the process of implementing the autonomy of university in China.While the mismatch configuration of the university internal power and the imperfect of laws and the lack of transparency in the recruitment of student’s information are the reasons why autonomy enrolment cannot be effectively implemented.Nowadays how to effectively implement the enrolment autonomy of university is the focus and difficulty of enrolment in Chinese university.Among them,universities have the essence of the power to develop enrolment standards,is the core of the implementation of university enrolment autonomy.This paper found that the effective implementation of university enrolment autonomy must adhere to the rule of law,limited power regulation and enrolment information disclosure.Administrative power and academic power are two basic powers within the university.This paper found that only academic power becomes a dominant force in the internal affairs of recruit students of university,the recruitment of student’s affairs will be logically scientific,and effective implementation of university enrolment autonomy can also has a logical basis.In order to break the dilemma of the enrolment affairs in university,we must change the situation dominated by administrative power.Professors should be entitled to the power of setting admission standards.Certainly,if it not restricts academic to abuse of power,it also will lead to the misuse of power.To this issue,enrolment autonomy as the academic power is not directly made admission decisions by the professors.But university should set up and improve the checks and balances mechanism dominated by academic power.In addition,the laws and the administrative department of education and the public have the supervision responsibility for checks and balances of university’s enrolment autonomy as the academic power in order to achieve the effective implementation of the purpose of enrolment autonomy.
