"Program of training high-caliber backbone personnel from ethnic minorities",issued by ministry of education and other four ministries,is a special policy with Chinese characteristics,which is aimed at promoting the educational development in minority areas where economic development is relatively backward.The smooth implementation of the policy will promote transformation of talent structure in ethnic minority areas and provide talent support to the development of ethnic minority regions,accomplishing national educational fairness,which is to promote social and economic sustainable development in minority areas.Yunnan province,in which ethnic minorities are the maximum and education,science,technology,economic,financial,culture and other kinds are under developing,is relatively backward area.At present,it has only one "211 project" university named Yunnan University,and none of "985 project" university.Since the largest minority ethnic groups province,featuring lagging development in economy and society in ethnic minority areas and weakness of education foundation and lower national quality,education reform and development have pay more attention to these problems above.Meanwhile,as a bridgehead in southeast Asia,promoting development of ethnic minorities in Yunnan will be very conducive to the development of foreign trade of economic circle in southeast Asia.The refresh policy is now developing towards maturation and has obtained the remarkable effect.This ten years,it helped to cultivate a large number of ethnic minority's talents.However,deficiencies are exposed in the process of policy implementation.This study,taking Yunnan province as the research object and using questionnaire and case interview respectively designed for staff in educational department Yunnan province,part of backbone students from institute of national education training of Beijing University of Posts and Telecommunications,focused on effectiveness of implementation of"Graduates of the program of training high-caliber backbone personnel from ethnic minorities" policy.Based on survey data and interview results,this study,analyzing the problems existing in the process of policy implementation,put forward some relevant improvement measures to provide the reference to the "Graduates of the program of training high-caliber backbone personnel from ethnic minorities" policy.
