A Study On The Coordinated Development Of Higher Education And Regional Economy In Jiangsu Coastal Areas

With the improvement of social material conditions and the advancement of science and technology,the relationship between regional higher education and regional economic growth has become closer and closer,elevating further the level of coordination and interaction.On the one hand,higher education has given a boost to the development of regional economy by providing abundant human resources andintellectual support for local economy.On the other hand,the regional economy functions as the foundation and orientation of the development of higher education,offering it materialistic guarantee.From the perspective of system theory,higher education and regional economy are supplementary to each other,and they are mutually reinforcing.Only by coordinating the two sidescan the society and the economy develop steadily.The coastal areas of Jiangsu Province refer to three cities along the eastern coast of Jiangsu province-Lianyungang,Yancheng and Nantong.In terms of geographical location,resource conditions,economic industry,etc.they share a high degree of similarity.In 2009,the State Council officially listed Jiangsu Coastal Areas Development Planning as a part of National Strategy of Development.The coastal areas of Jiangsu Province havewelcome a new round of development opportunities and maintained a strong momentum,thus becoming another important driver in China's eastern coastal areas.However,there still exist some discordant phenomena between higher education and regional economy in coastal areas of Jiangsu Province,such as the uneven allocation of higher education resources,restrictions on regional balanced economic growth imposed by the layout of higher education and the disciplinary structure,the low rate of the industrializationof scientific and technological achievements produced in higher education and the weak adaptability to economy.How to promote the coordinated developmentbetween higher education in coastal areas of Jiangsu Province and regional economy during the “13th Five-Year Plan”,so as to accelerate the rise of coastal areas' economy,turns out an issue to be attached importance to.On the basis of the relevant domestic and foreign academic researches,this paper has conducted a systematic research on the coordinated development between higher education in coastal areas of Jiangsu Province and regional economy by applying the system model of regional “higher education-economy” as a start,choosing the coordinated development as the entry point.There are five chapters in the present paper.In Chapter One,the coordinated mechanism of the higher education and the regional economy is presented with the regional “higher education-economy” model.The second chapter frames the development of higher education and regional economy in coastal areas of Jiangsu Province.In Chapter Three,the paper discusses the coordination of higher education and regional economy from the aspects of scale,structure and quality.Chapter Four analyzes the reasons for the mismatch between thehigher education and regional economy in the process of coordinated development.In the fifth chapter,the corresponding solutions are put forward with the combination ofthe status quo of the coastal areas' development to learn from the developing path and the experience of success of other regions,aiming at providing some helpful reference for the coordinated development of higher education and regional economy in coastal areas of Jiangsu province.
