The party and the state have always attached great importance to "three agriculture" problem,the problem of "agriculture,rural areas and farmers" is the top priority of the party work.Since 2004,central no.1 files are all about the content of the "three rural".With the speeding up of industrialization and urbanization in our country,great changes have taken place in Chinese rural economic and society,these changes have adversed impacts on the rural vocational education development,also have put forward major opportunities and challenges to the rural vocational education.A large number of rural young adults are being non-agriculturalization,and a large number of migrant workers move to urban to find a job.Agricultural labor force is aging,the number of female staying in rural is bigger,and rural primary and secondary schools are greatly reduced,and many students are rural left-behind children.In addition,as the agricultural scale level enhances unceasingly,the new rural professional farmers are increasing by great numbers,first,second and third industry are developing integrally,the rural new industries and new forms is rising,constantly improving the level of agricultural modernization.At the same time,the country is strengthening to construct the new socialist countryside,accurately for poverty alleviation in poor rural areas to build a well-off society in an all-round way by 2020,and to reach the goal of basic poverty population out of poverty.Based on the new situation,through to do the research of three vocational schools of Qin and Tang in Hebei province,we analyzed the overall development situation of rural vocational schools and the current situation of the education and teaching.It has been discovered that the rural vocational school have the problems of enrollment decline,poor school conditions,"double-professionally-titled" teachers is in shortage,poor cooperation between colleges and the unsatisfactory teaching quality,It is found that the reason of these problems: the reduced number of junior high school graduates,the insufficient government input,corporate practice for teachers,the inadequate fund to guarantee part-time teachers and deficient number of high level enterprise and thepoor teaching ability,etc.For these reasons,combined with requirements of the socialism new rural construction and the development of agricultural modernization to the talent,we put forward the countermeasures or suggestions of setting up the professional with science,constantly adjust the professional structure optimization,we will deepen the reform of the teaching and go the way of pre-service after integration development.And to adapt to the new situation,the cultivating of new farmers and rural craftsman number should increase.The national and provincial government enacts some policy to increase support for rural vocational education,to strengthen the cooperation with city vocational school and to improve students' skills and to promote graduates employment.
