Research On The Comprehensive Evaluation Of Scientific Research Performance In Higher Agricultural Universities

It is well known that agricultural colleges and universities is the platform supporting the development of modern agriculture.The basic functions of agricultural colleges and universities are not only limited to cultivate high-quality agricultural science and technology personnel for the country,but also a radiation source of new energy,new technology and new achievements in agriculture.Therefore,agricultural colleges and universities have been the focus of attention in China.It is transporting a large number of high-quality scientific and technological personnel and promoting the development of local economy through their own research activities at the same time.Educational resources are relatively scarce resources,and the resources for higher agricultural colleges are more rare.How to better allocate these scarce resources is directly related to the development prospects of agricultural colleges and universities.Higher agricultural colleges and universities have to pay long-term attention to the efficiency of educational resources utilization and the reasonable degree of resource allocation in order to obtain high quality scientific research output.When investigating the quality of scientific research in agricultural colleges and universities,we should also be concern about the reasonableness and effectiveness of scientific research investment.At present,evaluating the performance of scientific research in Colleges and universities still stays in the stage of static evaluation.But the scientific research is a dynamic process.Therefore,we should adopt scientific and effective way to objectively evaluate and reasonably analyze the performance of scientific research in agricultural colleges,to find out the problems in the allocation of resources in various agricultural colleges and Universities and help to promote the benign development of agricultural colleges and universities.Firstly,this study systematically analyzes the evaluation of scientific research achievements in agricultural colleges and universities,and summarizes the related concepts in this paper through combing the research progress of domestic and foreign university research evaluation.Furthermore,this paper analyzes the hot spot,the time distribution,the author’s dispatch and the development trend by using the visualization tool.Based on this,the paper makes a further research on the performance evaluation of scientific research based on the DEA model.In this study,38 agricultural colleges and universities are taken as the research object to analyze the present situation of scientific research achievements in Higher Agricultural colleges.This article mainly carries on the analysis from the overall situation of agricultural colleges and universities,scientific research investment,scientific research output in three aspects,to grasp the actual situation between higher agricultural colleges and universities and scientific research activities,to lay a good foundation for the following in-depth research.Secondly,this study establishes a comprehensive evaluation model of scientific research achievements in agricultural colleges and universities.Based on the principles of comprehensive evaluation indicators of scientific research performance in agricultural colleges and universities in China,this paper draws on the fourth round of discipline evaluation index system of agriculture to construct a comprehensive evaluation system based on DEA and Malmquist,and make an empirical study on the performance of scientific research in Colleges and Universities.First of all,this paper analyzes the performance of scientific research in agricultural colleges and universities in China using the index system and the basic model of DEA and the super efficiency model,to evaluate and rank the scientific research performance.According to the evaluation results,I put forward some suggestions to improve the performance of scientific research in DEA invalid universities.Then,the paper uses Malmquist index to evaluate the universities,and analyzes the reasons for the improvement of the scientific research achievements.Respectively,in the continuous multi period of time static evaluation,trend evaluation and dynamic evaluation are carried out to grasp the development situation and trend of scientific research performance of agricultural universities in China,in order to realize the comprehensive evaluation of the performance of scientific research in Higher Agricultural Colleges and universities,so as to grasp the agricultural universities in China scientific research performance in the overall situation of continuous multi period dynamic development.I,therefore,found that the overall level of scientific research performance is low,because there are only 32%DEA effective agricultural colleges and Universities.At the same time,the total factor productivity decreases over time,with a significant downward trend of scientific research performance.Most of agricultural colleges and Universities are in the stage of decreasing returns to scale.It is necessary to allocate resources rationally,improve the ability of scientific and technological innovation,improve the quality of scientific research and balance development of different regions.The innovation of this study:First of all,there are few studies on the dynamic evaluation of scientific research achievements in agricultural colleges and universities and most are static studies.This paper comprehensively evaluates the performance of scientific research in 38 agricultural colleges and universities based on the characteristics of higher agricultural colleges and universities,and provides a theoretical basis for the performance evaluation system of agricultural universities.Therefore,the thesis is innovative.Secondly,in this paper,we use the basic model of DEA and the super efficiency model to make the static evaluation and trend evaluation in Higher Agricultural universities,at the same time,using the Malmquist index to dynamically evaluate the development process of university’s scientific research performance.It can realize the comprehensive evaluation of scientific research achievements in Higher Agricultural Colleges and universities,and can reflect the dynamic process of scientific research activities in universities.It is helpful for the prediction of the scientific research prospects of agricultural universities and colleges,which reflects the forward-looking and instructive significance for the improvement of scientific research achievements in agricultural colleges and universities.
