It is an important measure to improve the quality of education and strengthen the construction of teachers' professionalization by the formulation and perfection of professional standards for teachers.Therefore,all the countries in the world have formulated and promulgated their own professional standards for teachers.The Australian government has always been attaching great importance to the development of its domestic education,especially the optimization of the quality of education and the improvement of teachers' professional standards.In order to achieve the national education goals and ensure that every citizen can receive the best quality education,the Ministerial Council on Education,Employment,Training and Youth Affairs(MCEETYA)set up the Teacher Quality and Education Leadership Team(TQELT)in the year of 2001.Based on the relevant standards of the state and subject teachers,the first National Professional Standards for Teachers was developed in two years,unifying the teachers' induction and graduation conditions within the whole country for the first time,providing the framework of professional standards for general teachers,expert teachers and subject teachers.Shortly after the promulgation of the standard,Australian teachers of languages and cultures were actively committed to the development of the professional standards in their own field.In 2005,the Australian Federation of Modern Language Teachers Associations developed the Professional Standards for Accomplished Teaching of Languages and Cultures(the Standards)for language teachers in elementary and secondary schools,which has become the latest professional standards in the field of language teaching and still being used nationally.During the development and implementation of the Standards,there accumulated a lot of successful experience which is worth our study and learning.Therefore,this paper would firstly introduce the development status and trends of the professional standards for teachers and language education in Australia,in order to summarize the background when the Standards is issued.Next the paper would focus on the specific information of the development and implementation of the Standards,from which we can add some new ideas to the development and implementation of professional standards in our country.This paper is divided into five parts:introduction and four chapters.Introduction part(the first chapter)includes the research origin,concept definition,research method and literature review.The second chapter introduces the development of professional standards and the status quo of language education in Australia.The third chapter mainly focuses on the comprehensive introduction of the basic content and frame structure of the Standards,choosing one annotation from the seven language specific annotations as a case study,and using the method of comparative study to analyze the similarities and differences of all these annotations.The fourth chapter is the main part.It focuses on the implementation of the Professional Standards Project(PSP)from the aspects of its overall profile,implementation process and activity organization.The last chapter firstly summarizes the features of the Standards and the characteristics and experiences of the language teacher education in Australia,hoping to give some inspiration and reflection to the formulation and implementation of professional standards for foreign language teachers and the development of teachers'professional practice in our country.
