| America has a huge number of migrant students.So all sectors of society in America has paid attention to the educational problems of this disadvantaged groups.The key to solve this problem is to provide migrant students with enough education funds,and this is the problem the America government facing at present.Based on this difficulty,the federal government of America has taken various measures to solve the educational problems of migrant students.The Migrant Education Program(MEP)is the most representative measure.The plan was set out and subsidized by the federal government.The states of America also set out the state-level Migrant Education Program according to the regulations of the federal government and the actual situation of themselves.California is a big state with migrant population in America.It acquires a mass of migrant education funds from the federal government through the implementation of MEP which eases the problem of the shortage of migrant education funds in it.Selecting the education funds raising situation of the MEP as the research object,this article discusses the background,the main content and the education funds raising situation of the MEP.Then the author evaluates the education funds raising situation of this plan and at last puts forward the enlightenment to our country.The full text is divided into six chapters:The first chapter is the introduction part.It introduces the reason why picking up this topic,illustrates the research purpose and research significance,establish the research methods,define the key concept,summarizes the related research results inside and outside our country.At last,it introduces the theoretical basis.The second chapter introduces the generated background of MEP.It sets forth from two aspects as the legal basis and the reality requires.The third chapter discusses the main content of the California MEP and the typical project such as the Mini-crops Program,the Migrant Student Information Network,the Bi-national Migrant Education Program and so on.The fourth chapter analyzes the education funding situation of the California MEP.It expounds the subsidized object,the quantity,the allocation way and the usage of the education funds in detail.The fifth chapter evaluates the education funds raising situation of the CaliforniaMEP mainly from the two aspects of success and shortcomings.The success of the plan are as follows: the first is it has built the perfect legal system which provides legal guarantee for the acquisition of the migrant children’s education funds;the second is it obtains a large number of support funds which guarantees the development of the migrant children education in California;the third is the allocation way is scientific and reasonable which greatly improves the funds utilization efficiency;the fourth is that the allocation of responsibility between federal government and the California department of education is clear which promotes the solution of the migrant children’s education problem.There are two shortcomings of it:the first is that the funds is not enough to meet the needs of all migrant students;the second is that the channel of education funds source is too single.The sixth chapter expounds the enlightenment of the education funding situation of California MEP to our country’s education funds guarantee of migrant children.It expounds from the following four aspects: perfecting legislation,establishing the central government compensation mechanism to education of migrant children,providing special subsidization funds to migrant students from the family especially poor and Strengthening the pre-school education of migrant students. |
