"Comprehensive Two-Child" Policy For Urban Workers And Manpower Analysis Of Influence Of Pension Shortfall

With the aging population,the increasing retired workers in urban enterprises,and the decreasing working population,the pension of urban and rural workers is grimly imbalanced.Facing the severe situation of urban and rural pension gap,in 2013,the government decided to start the implementation of two separate child policy.But the two separate child policy under the wishes of young people and the actual fertility are not up to expectations,and the outcome is not satisfactory.In 2015,the government put forward the "comprehensive two-child".So under the background of aging of population,"comprehensive two-child" policy at what point can improve the situation of works in urban enterprises pensions shortfall and how much improved has become the focus of this paper.This paper consists of five parts.The first part is the introduction,discussing the background and significance of the study,the purpose and content of the study,the research status home and abroad,and the research methods and innovations.The second part introduces the urban workers' pension insurance system and pension payments,firstly introducing the specific evolution of pension system for urban enterprise of our country,then explaining the pension operation including the principle of balance of payments and pensions and the financing and payment.This paper introduces the current situation of the pension income and expenditure in our country,and points out the problems existing in the operation of the pension.The third part introduces the two-child policy on China's population structure.the evolution of China's population policy review,and relationship of the two child policy and population structure were analyzed,including the influence of the two child policy on fertility rate,labor population,total population trends in the future.In the fourth part,through the population forecast model and pension payments model,the author analyzes the gap between the urban and rural enterprises in china.The fifth part is the conclusion,through this prediction research the paper shows that in 2019 the urban enterprise workers pensions expenditure gap will reach the maximum.Urban workers basic pension will make ends meet,then the surplus is coming in 2031 and increasing yearly.Finally,this paper gives some suggestions on how to carry out the two child policy steadily,improve the maternity insurance system,and postponed retirement.
