Research On The Quality Of The Peasants Of The Integration Of Urban And Rural Development In Our Country

In April 30,2015, during collective learning of integration of urban and rural development mechanism, Xi Jinping stressed that accelerating the integration of urban and rural development is an important strategic task in 18th CPC National Congress, but also the requirement of "Four-Pronged Comprehensive Strategy". The ultimate goal of urban and rural integration is to access farmers to share the fruits of development, because the rural development, fundamentally rely on hundreds of millions of farmers; so the overall improvement of the quality of farmers is the premise of agricultural modernization, providing a guarantee for the integration of urban and rural development. But the current status of farmers' quality still a lot of problems and do not meet the requirements of the quality of the peasants of the integration of urban and rural development, which will inevitably affect the integration of urban and rural development conduct.Taking Changzhi city of Shanxi Province as an example, based on the data of questionnaire, this paper analyze the existing farmer quality problems of the present stage. The problems are:the cultural quality is low, the application ability of technology to be improved; the consciousness of rule of law and legal application rate is low; the market awareness, management capacity needs to be improved; political participation consciousness is not strong, the lack of subjectivity. Then this paper discusses the reasons: the development of rural education lagging behind, peasant insufficient conservative ideas, and constraint of social factors. Based on the reasons, this paper puts forward some corresponding countermeasures and suggestions to improve the quality of farmers:Firstly, to promote the development of education in rural areas and enhance the intelligence level of the rural labor force. Specific speaking, the construction of software and hardware of rural education should be strengthened and the resources between urban and rural compulsory education should be shared as well;The ideas of education should be renovated; the farmers' skill level should be promoted. Secondly, to transfer farmers' consciousness to modernization thought. Including:strengthen rural publicity, strengthen farmers' legal consciousness and legal ability; training farmers to actively participate in the market competition, enhance farmers' market consciousness; and enhance the peasants' participation in rural planning. Thirdly, to promote social development in rural areas and improve the social conditions to help enhance the farmers'quality. So the government should develop the rural economy and material support to enhance the quality of the peasants, improve the rural cultural environment to strengthen motivation regulate social organizations to enhance the quality of the peasants organization support and promote the equalization of urban and rural public services to strengthen the service support to enhance farmers' quality.
