Research On Synergy Security Management Mechanism Of Colleges And Universities Under The Background Of The Coordinated Development Of Beijing-tianjin-hebei

With the implementation and generalization of the strategy of the coordinated development of Beijing-Tianjin-Hebei,different work in Beijing-Tianjin-Hebei region will be implemented by circling collaborated development.As an important foundation of expanding Beijing-Tianjin-Hebei coordinated development strategy,universities’ safety management should also turn towards the orientation of regionalization and collaboration.Firstly,this paper analyzes the relationship among management institution,mechanism and system.Secondly,guided by the main theories of organization restructuring and synergetic development,this paper analyzes the coherence and safety management collaborated mechanism.Thirdly,based on the current situation,this paper analyzes the problems of universities’ safety management collaborated development in Beijing-Tianjin-Hebei cities and provinces.Lastly,under the directing of organization restructuring theories and synergetic development theories,this paper puts forward the following soundly different strategies.First,establish collaborated awareness of regional safety management so as to guide the regional university management safe behaviors.Second,build regional safety management collaborated mechanism and break up hierarchic management mechanism so as to make universities form equal administrative network relations.Third,perfect regional universities’ safety management collaborated mechanism to achieve the development of normalization,totalization and supervision.Fourth,establish the system of “Three Preventions” to share good resources such as “Civil Defense”,“Material Precautions” and “Technical Prevention” so as to offer interest base to break administration partition and bureaucratic barriers.Fifth,implement information integration,make data corridor of universities and break down territorial limitation of message alternating so as to build the bridge of regional safety management collaborated mechanism.This research is based on collaborated development strategy in Beijing-Tianjin-Hebei cities and provinces,guided by the theories of organization restructuring and collaborated development to build up the regional universities’ safety management collaborated mechanism,which enriches theoretical connotation of safety management and theoretical framework of empirical study and offers action plan and practical guidance to strategy.Thus,this paper has profound theoretical and practical significances.
