| Certain Opinions on Educational Opening-up in New Period (hereafter referred to as Opinions) was issued by the General Office of the CPC and General Office of the State Council.In the Opinions,it was emphasized that the cause of education should comprehensively implement the spirit of 18th National Congress of the CPC and those of the 3rd,4th and 5th Plenary Session of the 18th Central Committee of the CPC,Deng Xiaoping Theory and the Three Represents and Scientific Outlook on Development, thoroughly apply spirits of important speeches delivered by general secretary Xi Jinping, adhere to the "Four Comprehensive" strategic layout, comprehensively implement the Party's education policy, bear in mind the overall domestic and international situations, development and security, further opening-up and enhance the quality of Chinese education, promote people and cultural exchanges, continuously enhance the quality of education in China, the soft power of the nation as well as its international influences in order to realize "Two Centenary Goals" and the dream of rejuvenating of the Chinese nation. Moreover, in the Opinions it also stressed that key tasks facing institutions of higher learning in the course of opening-up in new period include speeding up the development of international education to improve its quality, perfecting the system and mechanism as well as the quality of foreign education, strengthening the recruitment of high-end talents to promote our education strength and capability of innovation, enriching people and cultural exchanges to interlink our Chinese with foreigners, enhancing cooperation with international organizations to gain win-win outcome in education and strengthening cooperation with countries along the "One Belt One Road".Overall Plan for Developing World-class Universities and Discipline released by the State Council is bound to exert impact on the developments of local colleges and universities. As the important part of the system of higher education, local colleges and universities shall cope positively and take it as a new opportunity for their developments. Against the background of globalization, institutions of higher education shall pursue development at local, national and global levels. The ultimate goal of local colleges and universities is to follow the development of higher education in China so as to become an important part of world-class system of higher education eventually. Therefore, local colleges and universities shall get rid of identity immobilization, introducing competition mechanism and avoiding cross-repeating, actively exploit local resources and global market while concentrating on optimizing its service, shaping its characteristics and gaining competitive advantages. But the myths of research pursuit and homogeneity development tendency should be averted. Proceeding from the above mentioned opinions, local colleges and universities are supposed to go through three stages in the course of pursuing excellence, that is, being rooted in local region with a solid foundation; persisting in its characteristics and pursuing the excellence to go globally. Therefore, it is recommended that local colleges and universities should have the determination to pursue excellence and have concrete strategic plans, take root in the local region to establish its characteristics and strive for making breakthroughs.This thesis attempts to analyze from the perspectives of strengthening high-end leds and improving educational strengths and innovation capability for institutions of higher education. In the process of educational internationalization development, there is still much space for Anhui University to improve cooperation and exchanges regarding the internationalization of students, teachers, courses. This thesis centers upon some aspects Anhui University shall work on, including changing concepts of internationalization, perfecting system and mechanism of foreign affairs, increasing capital investments and so on. In accordance with the requirements of "Double First-rate" launched by the State Council, Anhui University shall interact with world-class and typical disciplines, conduct joint work in cultivating high-level talents and scientific research, enhance the development of international pioneering disciplines and that of the weak one, learn from world-class universities in managerial experience and internal governance to make Anhui University into a world-class university with first-rate disciplines. In order to develop into a world-class university, Anhui University shall encourage and support certain disciplines to participate in key international science plan and scientific project, construct high level joint laboratory and research centers to promote international collaborative innovation of science and technology among universities." Besides, sending outstanding teachers and academic leaders of the university to overseas high-level institutions, introducing teachers abroad, standardizing teachers' professional system and processing the qualification authentication of foreign teachers, and facilitating the cultivation of high-level staff, are all beneficial to establishing an "internationally known, domestic first-rate university."... |
