The disabled is an important part of social groups, including five categories,such as the deaf, the blind, the disabled, and the mentally retarded. Compared with the other four disabled, the number of the deaf is the most. In China, the amount of the deaf is about 20000000, accounting for about 1.67% of the total national population. The level of education of such a large group attracts the attention of the Chinese government and the community.After years of efforts, China has basically formed its own pattern of the development of special education. In this pattern, special schools are the backbone, learning in regular classes and special classes attached are the main body, teaching at home and family and community education are the supplement. However, in view of the basic national conditions of China--large population, relative shortage of educational resources, compared with developed countries in Europe and America, the development of special education is not optimistic. There are many thought-provoking questions, such as in the process of learning in regular class, the disabled children are facing the worrying situation, such as only sitting in the classroom without any care or attention.After the idea of "inclusive education" is put forward, China is paying attention to its own special education. As a result, the State Council held special education enhancement program in January 2014. More and more education experts also commit to special education system.In view of this, this paper focuses on the current situation of the the security system of deaf students’ education. Based on the special education school, classroom resources, learning in regular classes, this paper analyzes the existing problems in the security system, and puts forward the corresponding countermeasures; At the same time, on the basis of the analysis, it puts forward a kind of new education security system—the new inclusive school, to meet the actual development needs of the deaf students, so that they can receive higher levels of education and lay a solid foundation for their better integration into mainstream society in the future.
