Under the background of the era of taking knowledge as economy, human resources become the most important resource in organizational development, and it takes the key role in the success of organizing. With the popularization of higher education,more and more applied colleges appeared.If the applied college mean to achieve better and faster development,it must use a modern human resources management concept, methods, in the college personnel management work,and according to the applied college to innovate the human resources management,optimized the configuration of human resources, value the configuration control.The purpose of study based on human resources management of colleges' theroy and method. The article adopt the method of normative research,analyzes the applied colleges and human resources optimize configuration,put forward the scheme of human resource optimized configuration in applied college,construct the scientific and reasonable institutional framework,develop the fixed formation and position matched person with position.Set up the effective fierce competition,build high school flexibility culture,promote the informatization level of human resource.In the end it adapt the applied college as empirical analysis,though carrying out the scheme of human resourceoptimized configuration,to make the human resource optimized configuration,and use the human resource optimized configuration evaluate index to evaluate,so to prove the high use of human resource.Its ideas provide the reference for the optimized configuration of most human resource in applied colleges.
