A Study On Private Costs Of Postgraudate Education And Their Effects On Enrollment Decision Of Undergraduate In The Tuition System Reform

The new mechanism and postgraduate tuition system reform has been put into implementation in 2014. The new training mechanism will inevitably lead to change in the private postgraducate education cost, people have to care about whether this change will affect the postgraduate education enrollment willingness,thereby affecting the fairness of education fairness.In this way, this paper aims to explore the postgraduate personal education cost and its influence on the enrollment willingness based on the education cost sharing theory, the theory of education fairness, the hierarchy of needs theory and the elasticity of demand theory. The necessary data are obtained through questionnaire, and the direct costs, indirect costs and net expenditure of postgraduates in the seven colleges and universities in Hunan Province in 2014 are calculated using the econometric model of quantitative. It makes contrastive analysis of the postgraduates personal education cost state and changes before and after the comprehensive reform of charges, then there were compared and analyzed between the individual and the overall average level by the form of interviews. Next, it concludes the investigation of enrollment willingness in the college students as the subject and the postgraduate as a reference object to establish the regression model and analyze the impact of private education cost on enrollment willingness. At last, it processes qualitative analysis of the interviews in the influence of personal education cost on enrollment willingness.This paper comes to conclusions that:(1) on the whole, our postgraducate think the current graduate private education cost sharing is overweight and its personal education costs increase after the comprehensive charging system implementation; (2) the private education cost and its changes have significant influence on the postgraduates education enrollment willingness, and its cost changes and the number of students choosing postgraduate education appear negative correlation. (3)The school level, mother's education and suudent nationalities has a significant effect on the enrollment willingness.So according to the conclusions, the countermeasures and suggestions are:It proposes to implementate the different education financial investment,provide policy support for the education funding sources of income, and strengthen the social responsibility to make the postgraduate education personal sharing mechanism more harmonious and perfect. Improve the sustentation system for poverty stricken students in postgraduate education with different treatment, according to the personal burden ability, professional and school level, establish flexible and scientific standards and system, guide students to acquire correct values and scientific consumption concept as the most direct beneficiaries.
