Economy Since 1978, since the C hinese economic system from a planned economy to a market economy, leading to the social and economic aspects of living space has undergone a tremendous change, and with the economic development, the income gap between urban residents growing caused residents position was a serious stratification, social polarization phenomenon become more prominent in different income evolved into social stratification can be seen everywhere, the rapid advance of urbanization, triggering growing metropolitan residential space, because of the different income urban residents and choose a different dwelling space, highly original mix of different income groups symbiotic residential area disappear cause living imbalances and producing residential segregation in turn breeds a number of factors for the harmonious development of urban social instability. One of the most obvious signs: by directing separate residential space leads to the performance of space- to low- income population and relative isolation in high- income populated urban living space for the main phenomena differentiation. Chinese cities of living space led to the isolation of low-income communities derived populated, developing the premise and foundation. In recent years, China's urbanization into a stable stage of development, to push the market economy, social stratification of urban residents gradually clear. At present, the rapid development of cities and the rapid advance of urbanization, unequal distribution of wealth had an impact on a large number of various factors of low- income people by interests, shared clustered in low-income urban settlements appearance, resources, public use of facilities, sustainable development of society, stability and harmony to produce an indelible impact. Housing problem of urban living space is a most important role in the stable development of the city as well as the core elements. Based on this background, the street of the low- income population for the study, according to Shantytowns statistics and the Lanzhou city residents questionnaire conducted in June 2013,with Arc GIS10.0, SPSS platform, integrated use of mathematical statistics,inverse distance interpolation, principal component factor analysis and poly class analysis and other methods to reveal the properties characteristic,, spatial distribution, settlement type and social effects, Mitigation measures of the low- income population in Lanzhou C ity.The results show that: in social attributes, mainly the low- income population is mainly young, low education, laid-off and retired, no job and family structure is more complex population. In spatial distribution, the low-income population "west to east" uneven distribution, urban perspective, In Xiguan for the sector,including the Western Q ilihe District,Anning District and Xigu District, The Western low- income population more,The Eastern area population of low- income small. Partition perspective presented "multi-center" group structure, forming a group structure of the population is concentrated in low- income eastern Chengguan District, The southern of Q ilihe District, central Xigu District at the center. From street level,The "core-periphery" obvious characteristics, low-income population more concentrated distribution, from the streets of the center would like to edge gradually increasing trend. In terms of the type of settlement, which can be divided into a living space type of origin, type and flow-type immigrants; in terms of social effects, spatial differentiation occurs and Residential Segregation, Residential Segregation and caused "problems in the community," exacerbated the mismatch of resources and space deprivation, endanger public security and social stability and a series of social problems by ad justing welfare policies, improve the social security system, promote mixed housing, to ease social class contradictions, broaden employment channels, improve people's economic situation, to strengthen planning guidance, to achieve social fairness and justice and other measures to digestion.
