“Basic Education Curriculum Reform Outline(Trial)” promulgated by the Ministry of Education in 2001 put forward that “to change the situation that curriculum management is too centralized, to implement national, local and school three-level curriculum management, and to enhance the curriculum’s adaptability to local places, schools and students”. School-based curriculum is extremely important,which serves as a useful and necessary complement to the national curriculum and local curriculum.Combining with the development of school-based curriculum theory and the local students’ interests and needs, this paper tries to develop the history school-based curriculum “the Tibetan Township---- Zhouqu County” in Zhouqu No.1 High School on the subject of history and culture of Zhouqu county and on the model of school-based curriculum development---- local history”. The paper aims to provide references for school-based curriculum development in the author’s high school. The paper mainly includes the following four parts:The first part mainly introduces the reason of the selected topic, the background and current situation of school-based curriculum development, and “the Tibetan Township---- Zhouqu County” on the theoretical basis of school-based curriculum development. The second part is the preparation of school-based curriculum development, including the aims, the importance and principles of development. In the third part, the design ideas of “the Tibetan Township---- Zhouqu County”compose of program setting, curriculum resources selection, classroom design,curriculum implementation strategies and curriculum evaluation. Finally, it puts forward proposals to further improve “the Tibetan Township---- Zhouqu County”school-based curriculum.
